Notice of Public Hearing and Public Display

Notice is hereby given that Camden County has completed its first draft of the FY 2024 Community Development Block Grant (CDBG) Annual Action Plan which is funded by the Department of Housing and Urban Development (HUD) and includes, federal HOME Investment Partnership (HOME) funds, Emergency Solutions Grant (ESG) funds.  

HUD allocated funding amounts for FY 2024 are as follows: 

    • CDBG = $2,423,220
    • HOME = $1,201,972
    • ESG = $206,667

The purpose of the County’s Annual Action Plan is to improve the housing and living conditions of its residents, especially the extremely low, low and moderate-income households; the homeless and persons with special needs; upgrade and improve the public and community facilities in the County; improve and expand the public services for residents of the County; and promote economic development opportunities for all residents.  

Prior to the submission of the Annual Action Plan, the County is holding a hybrid Public Hearing on May 28, 2024 at 11am.  For those that wish to attend in person, the physical location of the hearing will be at M. Allan Vogelson Regional Branch Library, 203 Laurel Road Voorhees, NJ 08043.  For those that wish to attend online, contact Rob Jakubowski via email at Robert.Jakubowski@camdencounty.com by Friday, May 24, 2024 to receive the online access information.  

At this hearing, Camden County wishes to review the draft plan in order to obtain comments and views of citizens, public agencies and other interested parties for the planning process for allocation of federal Community Block Grant funds in the County.  The information received from interested persons at the hearing will assist the County in the preparation of the final 2024 Annual Plan.  All interested individuals and organizations are encouraged to attend this hearing and offer their views and comments on the housing and community development needs of the County.  Persons interested in attending the hearings who require interpretive assistance (i.e. – hearing impaired or non-English speaking), or other accommodation, shall notify the County by telephone (856) 374-6033, fax (856) 566-3105 or email Robert.Jakubowski@camdencounty.com.  The County requests at least five (5) working days prior to the meeting in order to make the appropriate arrangements.

The County intends to submit their Annual Action Plan on or before June 30, 2024 to the HUD Newark Office.  The first draft of the Action Plan is available to the public for review on the County’s website:  www.camdencounty.com.  The public review and comment period will take place from May 19 – June 19, 2024 during which period the public is invited to address written comments to:  Camden County Community Development, 520 Market Street, Camden, NJ  08102 or email Robert.Jakubowski@camdencounty.com.

Consolidated Annual Performance & Evaluation Report (CAPER) for Fiscal Year 2022

In accordance with the U.S. Department of Housing and Urban Development’s CDBG regulations, the County of Camden has prepared the Fiscal Year 2022 Consolidated Annual Performance & Evaluation Report (CAPER) for the Community Development program. This report contains information including: 1) A summary of the its resources and uses, 2)Status of actions taken during the program year to implement foals outlined in the Consolidated Plan, and 3) Evaluation of the progress made during the year in addressing identifiers priority needs and objectives.

The County will make a copy of the report available for review on its website, www.camdencounty.com/service/community-development/ from September 1, 2023 until September 21, 2023. Public comments must be submitted in writing and received by 4:00pm on September 21, 2023. Comments should be addressed to the Camden County Office of Community Development, 520 Market Street, 15th Floor, Camden NJ 08102 Attention: Robert Jakubowski. Comments may also be submitted via email to robert.jakubowski@camdencounty.com .

The County of Camden plans to submit the 2022 CAPER report to the U.S. Department of Housing and Urban Development on or about September 28, 2023.

Camden County Five-Year Consolidated Plan Community Survey

Camden County is in the process of preparing a Five-Year Consolidated Plan for the program years 2020-2024 and an Analysis of Impediments to Fair Housing Choice report.  These documents are required by the US Department of Housing and Urban Development (HUD) to distribute funds for the Community Development Block Grant (CDBG) and other federal programs. These documents affect municipalities and organizations across the County, and input from residents, county agencies and services organizations are vital to identifying needs and allocating resources.  For this reason, we are asking individuals to complete this online survey as part of the planning process. This will help us gather as much input as possibleIt is important that we receive your input in order to prepare a complete and accurate plan that effectively reflects our County’s needs and priorities.  The results of the survey will be included in the Draft Consolidated Plan and Analysis of Impediments report which will be available for public comment and discussed at public hearings in April 2020. Notice of Award

The U.S. Department of Housing and Urban Development has awarded Camden County $2,147,747 in Emergency Solutions Grants (ESG) Program funds as Authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act), Public Law 116-136. These special ESG funds are to be used to prevent, prepare for, and respond to the coronavirus pandemic 2019 (COVID-19) among individuals and families who are homeless or receiving prevention activities to mitigate the impacts of COVID-19.

As a result of COVID-19, the County has experienced a significant loss in homeless shelter capacity due social distancing and capacity limits. Camden County intends to use these ESG funds to create and operate a new homeless shelter for those displaced by COVID-19.
