Rosy Arroyo is a Program Manager with the Department of Justice, Office of Juvenile Justice and Delinquency Prevention, Youth Justice Innovations Unit.

Rosy is lead on the Second Chance Act Grantees and Community-Based Alternatives to Youth Incarceration Initiatives. She has always been a strong advocate for the children, youth, and families in the community. A first-generation Mexican American, Mrs. Arroyo is the first in her family to have graduated from high school. Rosy went on and earned her Bachelor of Arts in political science and economics from Rutgers University, Camden Campus, and her Master of Science in Public Policy from Drexel University with a certificate in sustainable building and green construction.

Rosy has worked with over 100 organizations that range from grassroot level to large human service agencies both local and national to develop and strengthen capacity within their organization to be able to better serve their community. Rosy Arroyo was previously employed by Camden County as the Youth Services Commission Administrator and Community Engagement Re Entry Coordinator. Rosy has overseen the data, design, and planning management of the Youth Service Commission, Juvenile Detention Alternative Innovations, Front End Diversion programming, Community Engagement, youth and law enforcement engagement, and Family Engagement Strategies for Camden County. Rosy Arroyo was the first Latina, Mexican Woman on the Cherry Hill Board of Education.

Rosy is a girl scout troop leader of 20 girls, and a Fire Commissioner in her hometown (Again serving as the first Latina, Mexican Woman) a board member of Volunteer UP legal clinic, and board member of Advocates of Children of New Jersey. She is a proud member of Lambda Theta Alpha Latin Sorority Incorporated. Her most important role is being the mother of her two children Isaac, and Lila Rose. Rosy encourages everyone to support their community and “Seek Justice, in all you do.”
